I'd give the edge to Optimus. He is less likely to underestimate Megatron, and is a bit smarter.

I'd give the edge to Megatron for sure. He isn't going to feel bad when he rips Prime's arm off and won't hesitate to finish the deal

They are equal. Who would win would come down to who got in a lucky punch or shot.

Megatron is probably more powerful, and wouldn't be afraid to cheat to win

Starscream actually knows he can't beat Megatron in a real fight but he's convinced himself that he will be leader. He has no idea how it will come about, but he's sure of it. Every Decepticon thinks he's stupid
